Trump, U.S. Trade Representative Robert Lighthizer announced today that the United States intends to terminate India\u2019s and Turkey\u2019s designations as beneficiary developing countries under the Generalized System of Preferences (GSP) program because they no longer comply with the statutory eligibility criteria.<br \/>\n&nbsp;<br \/>\nIndia\u2019s termination from GSP follows its failure to provide the United States with assurances that it will provide equitable and reasonable access to its markets in numerous sectors.\u00a0 Turkey\u2019s termination from GSP follows a finding that it is sufficiently economically developed and should no longer benefit from preferential market access to the United States market.<br \/>\n&nbsp;<br \/>\nBy statute, these changes may not take effect until at least 60 days after the notifications to Congress and the governments of India and Turkey, and will be enacted by a Presidential Proclamation.<br \/>\n&nbsp;<br \/>\n<strong>Background<\/strong><br \/>\n&nbsp;<br \/>\nUnder the United States GSP program, certain products can enter the United States duty-free if beneficiary developing countries meet the eligibility criteria established by Congress.\u00a0 GSP criteria include, among others, respecting arbitral awards in favor of United States citizens or corporations, combating child labor, respecting internationally recognized worker rights, providing adequate and effective intellectual property protection, and providing the United States with equitable and reasonable market access.\u00a0 Countries can also be graduated from the GSP program depending on factors related to economic development.<br \/>\n&nbsp;<br \/>\n<strong>India<\/strong><br \/>\n&nbsp;<br \/>\nThe United States launched an eligibility review of India\u2019s compliance with the GSP market access criterion in April 2018.\u00a0 India has implemented a wide array of trade barriers that create serious negative effects on United States commerce.\u00a0 Despite intensive engagement, India has failed to take the necessary steps to meet the GSP criterion.<br \/>\n&nbsp;<br \/>\n<strong>Turkey<\/strong><br \/>\n&nbsp;<br \/>\nThe United States designated Turkey as a GSP beneficiary developing country in 1975.\u00a0 An increase in Gross National Income (GNI) per capita, declining poverty rates, and export diversification, by trading partner and by sector, are evidence of Turkey\u2019s higher level of economic development.<br \/>\n&nbsp;<br \/>\nFor more information on GSP, visit the USTR website:<br \/>\n&nbsp;<br \/>\n<a href=\"https:\/\/ustr.gov\/issue-areas\/trade-development\/preference-programs\/generalized-system-preference-gsp\">https:\/\/ustr.gov\/issue-areas\/trade-development\/preference-programs\/generalized-system-preference-gsp<\/a><br \/>\n<img decoding=\"async\" class=\"alignnone size-full wp-image-641 lazyload\" data-src=\"http:\/\/www.bocintl.com\/en\/wp-content\/uploads\/2018\/01\/The-BOC-Blast-221-1-24-18-1.jpg\" alt=\"\" width=\"1125\" height=\"103\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 1125px; --smush-placeholder-aspect-ratio: 1125\/103;\" \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>United States Will Terminate GSP Designation of India and Turkey \u00a0 Washington, D.C. \u2013 At the direction of President Donald J.
